A top-down approach will flunk over and over. It will create pockets of vacuum within the job market solely benefiting the designated. And Yes! Your skill may be better than mine but for a given undertaking, at a given clock time delivered to a given client. And not for the titles or bundles of skills given by the bureaucratic summons fueled by depravity and graft.
Everyone deserves to discover their own Stance within the free accessible job market. On the same grounds, one and all must be able to compete, share and able to turn over their knowledge to one another in exchange for recompense.
